I'm torn on one thought here. Right now, it is like this:

Remove

Properties
---------
Panel Menu
Normally, I think properties should be divided from the other options, but
that implies that it does not belong to the heading 'title'. I am under the
impression that it is still under that heading, so I think the line should
be removed. That way, it is clearer that the other line actually separates
out the panel menu.
Anyone else have thoughts on that?
