The only thing I can think of is that it could be irritating to wait for
the opening of the submenu, as it might be hard to hit that small area
for expanding.
    

Anyway, I managed to find this screenshot from good old OS/2 - that HAD
this behavour:

As you see, the menu items "Open as", "Help", "Create another" and "Lock
in place" have submenus behind a [>]-button. The default action is
indicated when opening that item. IBM chose a button to indicate the
combination of a default and possibility to change it.

If you just select "Open as", the selected document will be opened with
the default action.    

Note the other item, "Convert to", that requires a selection and
therefore is not one of these "Default action" menu items.
