mmmmh..I didn't think about this, cause there's the dynamic taskbar size 
issue, you are right. In fact, if the taskbar size was fixed, than you'd 
simply have to remove an applet/button/whatever and then add a new one 
in that space. But since currently unused space is occupied by taskbar, 
you may want to add only a new applet without removing any. So we have 
to think to a smart place for the "Panel Menu". A unified and clear place.

So, where? :)
