I don't really understand that way to proceed. The "Taskbar" and "KMenu" 
panels problems are similar, as everyone seems to agree on. So you mean there 
was only 1 place left in the panel section which has been used by the Menu 
panel, that's why the taskbar has its own section?
I agree that having a maximum number of tabs (4) is important and that we 
should reduce the number of panels. But making logical and consistent 
decisions is the right way to proceed.

So here are the points:
- taskbar and kmenu should be either both in the panel section (impossible 
because there would be 5 tabs), or have their own section
- none of them should be removed from kcontrol, they are an important part of 
the desktop, and kcontrol is defintely a place where users will except to 
find settings for them (especially when a good search implementation will be 
implemented)
- the settings for kmenu and taskbar must be shown when right-clicking on the 
panel
- even if the menu is mainly found in the panel (by default), this is not the 
only place it can be found

So why are you so reluctant to add a panel for this specific case? I agree 
that "tabs are not evil", but that solution is not appropriate for this case. 
If adding a new panel is the most logical solution, let's do it.
I am also concerned by the necessity to remove panels and I am actually doing 
my best to do it. The "Style & Colors" KCM I am working on should remove 2 
panels, moving "Multiple Desktops" to another place would remove another one 
and Frans Englisch proposed a new "User Account" kcm which would remove 1 
panel, too.

Inconsistent... In kcontrol 4 tabs + 1 section and in the kicker dialog 5 
sections...
