I noticed this and just fixed it on my system, but it has already been
reported as a bug:

I have closed this because it is a configuration issue however the question
as stated by the reporter is a valid point:

> There is no way to open a second tab on a new konqueror until you open
> at least one page. Not by the extra toolber, not by using the shortcut,
> not by using the "Location->New Tab" menu.

Note that he is in error about this being on the Extra ToolBar.

In general, I don't really think that some of the efforts to "improve" 
usability by removing and/or hiding stuff are going in the right direction.
