On kde-forum.org

can be found a maybe outdated, but considering the
upcoming 3.2 release maybe even more actual review of
KDE 3.1 after a test phase of one year. The review
covers less the actual usuability issues or new
applications, but the usuability of the KDE core at
all, seen from a first look.
