Files on the web or these available trough ftp or otherwise are often still files to be managed. (File structures to be more specific). There is no strict border (and shouldn't be) between web browser and file manager because web browsing is nothing more than file managing of special kind. Let's not return to deep history of having separate programs for each kind of file location and access protocol combination. Users have no difficulties with single GUI approach to local or remote objects, they mostly even cannot know which are local files and which are remote (specially in corporate intranets). They absolutely don't care which protocols are used when user clicks, moves and drops e.g. image somewhere :) Single file manager - browser (BTW, also ftp shell etc.) in one GUI is very much The Right Thing.
