Somewhat. I personally believe that it is nigh impossible to achieve a 
perfectly understandable structure of categories and pages. A user is going 
to have to go through some period of discovery to learn where the various 
bits are that they are interested in. The key is to make that discovery as 
painless as possible with easy to use navigation.
