I think not everybody uses "Configure Shortcuts", it's too dense and IMHO it
should be there to ones that want to deep-modify its apps to be able to do
(without coding).
You have to agree that only few people will try the main config, imagine the
shortcuts! I suggested to put it in Behaviour->General, but I agree with
others that suggest putting there in First Time Wizard.
