"Background" in the context of the KCM implies "desktop background". Since the 
user is already in a dialogue relating specifically to configuring the 
desktop, there's no confusion as to what kind of background is meant.

In any other context, background may mean the background colour (of the 
window, the text box, the Website, etc.), social background of a contact 
they're looking at, educational background of the author of the article 
they're reading, background texture of the board game they're playing, and 
whatever else.

"Wallpaper" is more of a standard term for the image at the far back of the 
screen, behind everything else. Just my opinion.

Being hard to predict doesn't automatically make it useless. I often play with 
those settings when I have nothing better to do and have de-uglified numerous 
wallpapers.

Yes, and learn all about imaging tools I'd have little _other_ use for in the 
process.
