Actually, it may or may not be true that the "majority" of users have no use 
for Konsole, but the real argument for removing it from the panel would be 
that those who *do* use it know how to put it back there.

However, I think a long-run way to deal with disparities between the various 
user groups is to place each user into one of several categories, say Basic 
and Expert.  Then each application could limit what options it shows based on 
that setting.  .desktop files could contain setting as to what to show in 
what levels, in a format something like X-KDE-HideInLevel=Basic, and this 
could solve the KMenu, & Panel defaults problems.  Of course a user could 
always select "Show Expert Options" in a particular application if they 
needed to perform a particular advanced task.
