This could be all right, in fact. However, I think that the toolbar should contain common actions, and specialized ones should be accessible through menus or shortcut. Since the "normal" action when replying messages from a mailing list is, IMHO, to send the message to the list, and the private answer is the exception, I think the better solution would be to keep "reply" as it was in 3.1, and add a "reply to sender" action instead.
