That's a good Idea, but I think a web pages-based tutorial is only a 
workaround.
Real tutorials tell you "you did not click in the right place, try again" or 
"see how I drag this item, and try it yourself".
Of course, you can emulate some of these functions in HTML, but not perfectly 
and not all.
But I agree the having a HTML tutorial open the first time you launch KDE is a 
good thing.
