Shouldn't we add an extra tab to the "Multiple desktops" kcm
module/pager options dialogue?

Users should be able to change this options with this tab:
Taskbar: Show windows from all desktops, Sort tasks by virtual desktop
Active Desktop Borders
alt+tab: traverse trough all windows
