i wrote a mail a while back (Message-Id: <200305081155.47462.gav@kde.org>) 
saying that the "grabber pad" should be made mandatory for all windows that 
can be resized since making the window deco include it causes complications 
(it may inadvertantly overwrite an important part opf a non-qt/kde app 
window; the window may not be resizable; etc.)
