Well, not so fast. Does User Manager handle the current user only or multiple
users? If it is supposed to change settings for the current user only then I
think "User Manager" is an ill-chosen name. It might be better suited under
"Security & Privacy" then.
If it is indeed supposed to manage multiple users it clearly belongs in System
Administration.
