no. at the most basic level, sure: open a hexeditor and have at 'er... other 
files which are technical editable are not easily so, e.g. PDFs (though i see 
a KWord PDF import filter... whee!)... even more important, there are many 
categories of files i don't want edit, and many that i never need to edit.

i think this is an artificial distinction that assumes people have distinctly 
different needs in these two modes. more useful, IMO, is to look at it as 
people accessing a file regardless of it's origin and asking: what do they 
want to do with it?

it is quite true that people will edit more local files than they will web 
files (today), but that concept breaks down for other network-based modes and 
heaven help us if the web ever becomes less RO (webdav?)
