I don't know about a gravity level. The problem is 
(1) users can't always separate a "usability" bug from a "real" bug 
(2) the severity of a bug is orthogonal to whether it's about usability
- i.e. some usability bugs can be absolutely critical, others verge on
feature requests.

Could we add a usability "keyword" to the KDE bugzilla?
