No, that's not a problem. When no modifier is pressed popup appears, when a 
modifier is used, the operation is performed directly. So you have both: 
direct control over what is happening when dragging and an easy way to work 
without the popup. (One of the most hated things in Windows for me was that 
is behaved differently when dragging different things, e.g. dragging 
executables created links instead of the normal moving)
