Simply put, making this change would make KDE the laughing stock of
the Linux/UNIX community and the butt of many more flames.  It will
annoy endless numbers of existing users whether their ~ is messy or
not.

You don't want to litter $HOME with the files in $DESKTOP or
vice-versa.  Different namespaces, different history, different
functions, etc.
