well, things that aren't fixed in 3.1 should be fixed in 3.2... so it hardly 
matters when they are brought up, as long as they are. earlier is better, of 
course =)

well, i don't think the order matters. what does matter is trying to come up 
with a short set of words that are understandable to average users. "window 
manager" doesn't meet that requirement. it needs to reference windows and 
configuration. unfortunately, when i did some user testing "Configure 
Windows" didn't really strike a cord with non-techs. so the current text 
isn't 100% technically correct, but the question is: does it enable people to 
find where they are going from that menu?

there was a distinction made between look and behaviour in the kcontrol reorg. 
how windows behave is part of the "desktop", though technically it is a 
window manager issue.
