accessibility in the context which kcontrol and indeed control centres on 
other OSs (notably windows) is to do with human accessibility constraints on 
interacting with the hardware.

thus a "more accessible" application is one which supports a wider range of 
sensory i/o, and makes allowances for those users which current or default 
i/o mechanisms may not be applicable.

this is (perhaps subtly) different to being able to configure an 
application's/system's keyboard short cuts, since it allows no more useful 
sensory i/o (i.e. if a user is unable to use the mouse to get to a specific 
function, configuring a keyboard shortcut for said function is unlikely to 
make it more accessible to them).

as such it would probably not help the average user locate the keyboard 
shortcuts configuration (it certainly didn't help me!). however, (depsite the 
joke comment) i understand that peripherals is currently a hardware 
orientated grouping, so like the other feller, i'll stay away from 
constructive suggestion ;-)
