Yes. that's no different from e.g. window decorations and window placement
policy.

colors, fonts and backgrounds are appearance. Everything else is functional.
Or put it differently: Everything under "Appearance & Themes" changes how your
computer screen looks like but it doesn't change how you work with your
computer. If you were blind you could make random changes in "Appearance &
Themes" and you wouldn't notice the difference.
