because sometimes tabs make sense. take a look at, for example, the window 
decorations control panel. you pick your decoration on one tab, define the 
window decoration order on another and configure deco-specific things on a 
third. 

there is no way this would all fit on one page in a usable manner, but it all 
certainly belongs together.
