That's the problem it is not about applications only. It also covers 
components to be used within applications (kparts), like the text editor 
stuff. 
I think the equivalent thing in windows is called Component Services 
(retranslated from the German "Komponenten Diense"), and is in 
Control/Mangement (Systemsteuerung / Verwaltung)

If you do really dramatically changes to the control center, please keep a way 
to switch back to the old one. The first thing I do on every M$ Windoof XP 
computer I use, is to switch off the new unintuitive webinterface system 
control
