Perhaps a confirmation box that pops up, asking if they want to move kicker,
with the ability to, "Don't ask again".

Unfortunately I believe click and drag is the only way one can move the 
taskbar under Microsoft Windows, and thus the lack of ability to set 
kicker's position using this method will undoubtedly confuse at least 
some users migrating from Windows. (I'm not thrilled about the 
situation in the least, but it is something I felt was worth 
mentioning.)
