IMO they should remain in the control center, but be moved to their own tree. 
therefore you would end up with items such as konsole, knewsticker, component 
chooser, etc.. in a common tree. why? they are all "components" or 
"application parts"

it's close to being ok now. it should be renamed though, as Look 'n Feel is 
indeed misleading / useless as a name. it also has a few items in there still 
that shouldn't be (screensaver)
