No, the applet would _only_ highlight when you move the mouse over the
handle to the left of the applet. Over the applet itself, the mouse would
interact with the applet as normal.

Wait a minute. This presumes that applets aren't interacted with.
When moving over the pager to change desktops, the entire applet would be
highlighted. This would be a little wierd.
