I think this is a very good idea!  The best way to do this in my opinion is 
that Kpersonalizer asks if you already have experience with computers and 
also from which interface you comes (if yes)(Gnome, windows, mac OS X,...).  
After Kpersonalizer asks if you want the look-and feel(theme, buttons, 
mouseactions, menu's,...) of that interface(or the default if you didn't used 
a computer before) and if you want to start the interactive tutorial.  The 
function of this tutorial is to simplify migrating to/learn kde.  This 
tutorial asks every time you start kde, if you want to change thing X(every 
time another X: at random).  X is for example:  "Do you want to eneble double 
click?  This is...and is...".  You can agree with this turorial, you can skip 
it so that the question will never been asked anymore, you can cancel(if you 
want to learn it later) or you can choose another question.  Also a button to 
start an interactif example of the action(movie that shows the action for 
example) is in that pop-up.  If you agree then the module from Kcontrol where 
you can change it, is started(and the option is marked).  Questions like: "Do 
you want to change the look?", "Do you want to use a bigger/the original 
K-menu?"(by default then a menu like where you come from),... are possible. 
After all the questions are solved or you didn't enabled this tutorial or you 
disable it later, Kpersonalizer don't start anymore by starting kde.
