I, like most of us lack the resources and education to do so. However, was KDE 
created by people who made usability studies? Perhaps several features were 
born out of studies, but the majority was a large amount of people's idea of 
how things should be done. The problem with this is that there is no big 
picture of things.

I'd be more than willing to hear from anyone why KDE's panel is the way it is 
now. I suspect the answer will be: "It began as a bare panel, then we just 
started adding features over time.".
