Yesm the app should decide whatever to enable this functionality, but if 
they choose to do so then i think you should be able to disable it 
directly from the baloon to keep it consistent between apps. I think 
the best solution right now is including the menu button like in my 
last attempt, although the icon needs work as others have pointed out.
