because it allows a system-wide structure that can be shared by multiple 
desktop envs with a per-user overlay ... it's not a single directory 
structure, but a few merged together.

beyond that "detail", there is a menu editor because the contents of the 
.desktop files are probably a bit much for the average user...

that would be interesting, though you'd still be left with the 
ease-of-edditing issue.
