This would not be a permanent solution but as a stopgap you might want to have 
Usability List people also involved in the -devel lists of an app they're 
interested in so they can sight and report on any usability problems there.

So for example, a guy who wants to do UI Analysis for KMail would subscribe to 
the KMail list.

As I said this is certainly not a permanent solution.  Something like a 
messageboard forum/issue tracker (Bugzilla seems to come up a lot doesn't 
it?) would help "casual users" track problems.  Is this anything at all like 
the "Usability Bug" idea we had going a while back?
