Maybe the usability guys should simply go through the bug lists themselves 
before compiling a usability report. That way issues reported via this system 
will be read by a sympathetic ear, and reported to the developer in a regular 
format. I can't entirely blame developers for being lax about usability bugs 
- they are probably overwhelmed by bugs and wishlist items anyway (and I've 
reported a fair few myself)...
