gsl_osc_table_create belongs to arts/flow/gsl/gslosctable.c

It looks like when libartsflow.so.1.0.0 was created the linker did not 
pull in the symbols from flow/gsl/.libs/libgsl.a and 
flow/gslpp/.libs/libgslpp.a -- this is the same old problem with 
libtool passing -z allextract incorrectly when creating a shared lib 
from archive libs. It looks like you need to relink 
libartsflow.so.1.0.0 and libartsflow_idl.so.1.0.0 in arts/flow.
