Seems clear to me that the "Gitolite + Redmine + ReviewBoard (+ cGit)" combo 
is the way to go.

We're using Redmime in our company and we don't have almost any complaint 
against it.

Also the technologies those projects are using are well known in our 
community, kdesvn_build is using perl, while createtarbal is using ruby, and 
of course there is always room for C :p
