 * neochat does build if your libquotient doesn-t have E2EE, which you should 
totally have, but if for some reason you don-t and you can-t enable it, apply 
this https://invent.kde.org/network/neochat/-/merge_requests/1107 E2EE will 
become mandatory for neochat 23.12
