Everything built locally *except* kdev-python

It is a known problem with python 3.10 https://bugs.kde.org/show_bug.cgi?id=438206

There's a python310 branch, but I don't have much information if distros shipping \
3.10 should better not ship kdev-python at all or if that branch is worth testing. \
