The app update articles are a wrapup for the self released apps
(extragear).  Self released apps should make their own announcements as
needed at the time of release and can ask the kde promo team to put those
onto KDE channels if it helps.  But I think there's still value in having a
wrapup article on occasion.

When KDE Gear gets a feature release there will be a proper announcement
for all the new stuff in that.  For KDE Gear's monthly bugfix release that
can just be a mostly templated announce email and web page.
