For this time, I used 
for d in */; do cd $d ; ( echo $d ; git log v5.1.0.. ) | less ; cd .. ; done
(zsh rocks)
and wrote the changelog by hand.

But the longer term plan is for developers to use
CHANGELOG: blah blah
and extract that. Just needs communication and a script.
