mailody can depend on kdepim, given that it will ultimatively merge or move 
into kdepim (or so I heard).

thats not a good reason. kdgantt being used via external also hides public API 
from BC concerns.

besides the licensing issue (where I think the pragmatic solution is not a 
good idea, I would rather create a different toplevel module for that or 
completely rip out code that cannot be relicensed), I've also not seen a 
statement about the stability / API review of the affected libraries regarding 
maintainability and BC.
