Yup - a simple page on community.kde.org, and make sure that its url is
well known among interested parties.  Use that to gather tasks,
comments, and hopefully commitments :-)

After that, once the general trend of interest is decided we could use
a userbase page or a forum thread if we want to know what really bugs
users (making it clear that we are not talking application-wise).  But
we need our intentions clear before that is done.
