I would suggest to not just put in a note but turn it into a sentence
right away. Even if it's a crappy sentence, that's easier to fix than
to see a note, look up what exactly has changed and then write a good
sentence.

I did that for the quicklaunch improvements, see the document.

This way assembling the announcement becomes easier - it's far quicker
to shorten sentence than to gather and add information.
