some minor points on this proposal that i didn't comment on in my other reply:
* having a link to the sys admin area of techbase is important, imho;
institutional deployments are a gigantic part of our user base
* we should try and remain consistent with the usage of Techbase and Userbase
* i propose using Tutorial instead of How-To; it would be good to have one
consistent term in usage and Tutorial is a bit more common / obvious?
* Code of Conduct is not really a top-level concern but is definitely a part
of our community
* About KDE -> it is a bit odd under Community, though it is topically -about-
our community (though that isn't obvious until one reads it and understand
that KDE is community driven); not sure if it really deserves to be visible on
each and every page shown to the user, though?
* the mouse-out / unhover idea is nice one imho, though i suppose it would
require some real-world trials to see how well it ends up working in practice
* "Other Languages" isn't quite accurate since the international sites often
offer different content altogether, aimed at their local areas.
