After some work of Phil on the XSL-processing I now started the ChangeLog for 
KDE 3.5.5. The URL is

http://www.kde.org/announcements/changelogs/changelog3_5_4to3_5_5.php

You can generate the ChangeLog with this command:

xsltproc --stringparam outputversion "3.5.5" -o changelog3_5_4to3_5_5.php 
changelog.xsl changelog_branch_3_5.xml

Furthermore, Phil just fixed the "all SVN changes"-feature so that the 
ChangeLog for KDE 3.5.4 is now completly working (tm).
