Usually, universities have some smaller events with student participation 
possible per year, where you can build up some credibility by giving a 
workshop on the topic. If successful, take this as a backing to go to course 
staff and request it to be the topic of e.g. software engineering courses.

An often seen problem is that professors demand programming skills from their 
students, while being unwilling to teach about that, since students are 
supposed to learn about programming in their free time, and concentrate on 
higher CS/CE problems in the courses. In that case, they often fall back to 
the path of least resistance (Java/.NET), i.e. where a lot of tutorials are 
available on the internet. Sometimes however there are specialised summer 
workshops about programming, organised by other students, so make sure to get 
your topic wishlist included there.
