Your proposal looks good: clear and reasonable. Especially the fact that the
approach taken allows to split the work easily is a plus. It can save us time
in the overall development process of the market segmentation strategy, and
besides, spreading the effort is very important in a volunteer-based
organization.
I am, however, not sure whether the two tags - desirability and feasibility
are enough to provide a enough fine-grained matrix of possible users. (With
that said, I don't have more at hand, but will reflect on those.)
The categories, on the other hand look well-thought out. Still, both are a
good start.
Regarding your proposal of developing personas, I like the idea very much. It
makes the whole idea of target groups graspable, and gives us a pretty good
interface to communicate with the Human Interface people.
Nice work!
Could you elaborate on your further plans?
