It's there already, http://kde-cygwin.sourceforge.net
Jaroslaw Staniek <js@iidea.pl> is working hard to get his fixes for Windows in 
KDE CVS at the moment.

I'm not sure that view is correct. Our resources aren't arbitrarily 
assignable. There is nothing that suggests that if the people currently 
working on a windows port wouldn't be doing that, that they would then be 
working on something else in KDE instead.
