Ha. Looks like a bug in Konq. Every stylesheet works but
only after reloading. Someone who wants to test if Konq
supports CSS and check it on w3c.org pages will be
disappointed. Also previously I checked this page looking
for specs there were few alternative stylesheets. Now
proper entry in View menu is greyed out. CVS-HEAD.

Also Quanta could be reported as authoring tool.
