Well I have seen them too, but they are generally done in compliance with the
rules for holding them.  I am not saying it is difficult to comply with the
rules, you just have to know what they are . . . .

Sure, if nobody complains its like the tree falling in the forest with nobody to
hear it parable.  But anyone working on the booth should be warned that if
someone does complain, if they are from a foreign country - well, given the
politics in the US ATM I would not want to be them :-((( - but if they are from
the US they might take the risk.

In any event I stick with my recommendation to ask other organizations who have
held a rally what they did to comply with the law :-).
